Russia: Journalists and media are not “agents”
On 3 July, a new media law was approved in Russia that will have as a consequence that independent journalists who publish their work in media will be qualified as “foreign agents” if they are funded from abroad. Those who receive payments for their production will also be considered as “foreign agents”. This status will lead them automatically to a complicated taxation procedure.

Russian lawmakers move to ban weapons & alcohol ads on children’s TV
The Lower House Committee for Information Policy has backed a motion banning advertisers from promoting alcohol, pharmaceuticals, gambling and weapons on kids’ radio and TV programs. The same bill also increases the time limit of ad blocks on TV shows from nine minutes to 12 minutes per hour of broadcasting. Commercial breaks in general on any given channel must not exceed 15 percent of the overall daily broadcasting time.

State Department scraps fund for Hungarian media

The Bulgarian Commission for Protection of Competition blocks two transactions
On 19 July 2018 the Bulgarian Commission for Protection of Competition (“BCPC”) refused to approve two separate concentrations – the acquisition of the vertically integrated business of CEZ Group of companies (owned by CEZ a.s., Czech Republic) by Inercom EAD (Bulgaria) and the acquisition of Nova Broadcasting Group AD by PPF TMT (the Netherlands). Both deals were subject to extensive discussions with political nuances. As a result of the decisions, the media in Bulgaria raised arguments that the rejection by the BCPC was not legally grounded but rather a result of political and/or public pressure.

Russian bookie Fonbet tops World Cup TV advertising chart
Local media outlet Sostav.ru reported this week that Russian-licensed bookmaker Fonbet was the top television advertiser during the World Cup, accounting for 18% of all advertising placements and 8% of overall ad minutes, outstripping even the tournament’s official sponsors Alfa Bank, Kia, Coca Cola and Adidas.

Media Group Ukraine partners with Eutelsat to broadcast its Xtra TV television
Eutelsat Communications (Euronext Paris: ETL) has signed a multi-year, multi-transponder contract with Media Group Ukraine for broadcasting services on its EUTELSAT 9B satellite. Facebook confirms discovery of new ‘inauthentic’ social media campaign ahead of US midterm elections
Facebook announced today that it’s identified and banned suspicious accounts that engaged in “coordinated inauthentic behavior,” some of which may be designed to influence the US midterm elections scheduled for November. News of the impending announcement was first reported by The New York Times. It is unclear which organization or country is behind the campaign, although the Times reports that Facebook officials who briefed lawmakers this week said Russia may be involved. As for those behind the accounts and suspicious behavior, Facebook said in a call with reporters this afternoon that it did not have enough technical evidence to state who was behind the operation.
